Employer’s Quantity Surveyor (PQS)
The Employer’s quantity surveyor, often referred to as the PQS, is the client’s quantity surveyor on a construction project. Examples of Employers who need a PQS could be homeowners, landowners, private businesses, property developers and local authorities.
Cost Plans and Budgets
We can advise on the estimated cost of your project at whatever design stage it is and use it as a budget for your development. From a completed design to a concept, we can measure and price with a high level of detail and accuracy.
Bill of Quantities and/or Schedule of Works
We can measure your project’s design with a high level of accuracy and detail and prepare a document used for pricing purposes such as a bill of quantities or a schedule of works. We can measure to a variety of standard methods of measurement such as the new rules of measurement (NRM1, NRM2 and NRM3) and CEMM4.
Procurement and Tendering
We can advise on which procurement route is best suited for your project. We can also manage the tender process by compiling documents, pre-selecting suitable contractors, answer questions, analyse tenders in detail and look for errors and qualifications and finally negotiate with the builder.
Value Engineering
Value engineering is reviewing an existing design and suggesting changes in order to reduce costs but not compromising on quality, time or add unnecessary risks.
Valuations, Variations and Final Accounts
During construction we will analyse a contractor’s interim valuations and ensure you are paying only what you need to pay. We can also review variations and final accounts and negotiate with the contractor in an open, honest and fair way. Commercial Management (Contractor’s Quantity Surveyor)
A commercial manager is the lead quantity surveyor for a main contractor or trade subcontractor. They can prepare tenders, manage subcontractors and suppliers (including procurement, contracts & final accounts), prepare valuations and variations, cost reporting, cash flows and decision making.
Estimating
We are able to prepare detailed estimates that form part of a contractor’s or subcontractor’s tender. The cost is usually based on adjusted historical cost data and subcontractors/ supplier quotations.
Supply Chain Management
We can manage your supply chain (subcontractors and suppliers). We will sort and advise on:
- Procurement and pre- contract (identification of requirements, production of enquiries, return price comparisons, advise on choice of subcontractors, negotiations, pre-start meetings, contractual agreement and compilation of contract documents)
- Contract administration (record keeping, correspondence and instructions, assessment of work done or delivered, variations, change control, valuing and approving interim valuations and variations, certification and payment)
- Final account (preparation of final account documentation, agreement of the final account and negotiation and dispute resolution)
Cost Value Reconciliations
A cost/ value reconciliation is calculating the amount of work done to date (value so far) and calculating the costs incurred to date (costs so far). The two are then compared, with the difference being the amount of profit or loss made at that point in time. This is then investigated and explained as necessary, taking each of the common analysis levels in turn. Doing this on a regular basis is vital to know if you are making a profit on your project.
Contract Administrator
The Contract Administrator is a role within the JCT Contracts and is responsible for administering the contract between the Employer and Contractor. They raise certificates, consider claims, chair meetings, issue instructions and manage the tender process.
Contract Formation and Negotiation
We are able to conduct the contract formation by selecting the correct standard form of contract for your project. We will also fill in the contract particulars, collate documents and negotiate with the contractor.
Assessing Claims
As Contract Administrator we can review an extension of time, loss and expense or any other contractual claim and advise.
